This is the theme of the book based on three Lectures which the author delivered under the joint auspices of the North Eastern Regional Centre of the Indian Council of Social Science Research, Shillong and the North Eastern Hill University. Lecture 1 deals with Executive performance, Lecture 2 on Decline of Legislatures and Lecture 3, on Judicial Activism. The Lectures were delivered during the month of November 1997.
